Murder Or Reckless Manslaughter?

I don’t understand why this isn’t murder.

. . . the wife of a Millville police officer has admitted letting her newborn daughter drown in a bathtub after giving birth in April.

Tina Reynolds pleaded guilty to reckless manslaughter. Under a plea agreement, Cumberland County prosecutors say the 30-year-old will serve little more than three years in prison.

Reynolds said she knew she was pregnant, but did not seek prenatal care while carrying the child to full term. She did not explain why she let the baby drown.

Reynolds and her husband, Richard, have a son and daughter.
