Event Exclusion

Groundspeak’s Cache Listing Requirements/Guidelines are quite specific regarding event caches:
Event caches are gatherings that are open to all geocachers and which are organized by geocachers.
How then has this event been afforded the luxury of being posted on big green’s site? According to the cacher listing the event:
Please note: Rsvps needed before December 10 with number of people attending for reservation. The limit is 25 for this event.
He then added:
The event has now reached its limit.
So, is this event open to all geocachers?
I will be geocaching that day, but am not allowed to attend the event. Which site is exclusive?
